The Importance of Track Limits

I was amazed considering what we've seen some cars survive over the last couple of years. Alpien's been indestructible and that just broke it. One thing I would like one of you to explain to me, if any of you can, is why didn't Stroll get a penalty for passing Gassley off track? It did look to me like Gassley did leave just enough for him to have a wheeled the right side of the white line. And it did look like all four wheels were over.
