On April 29, 2015, the financial emergency in Flint, Michigan was declared over. Major financial and policy decisions would now be overseen by a receivership transition advisory board. A few weeks earlier, Lee Ann Walters had received news that no parent wants to hear. The test of the tap water at the Walters residence found lead levels of an astounding 13,200 parts per billion.
