When Dick Wolf first put the original pilot together in 1988, he was really infactuated the show he saw when he was younger from 1963 called Arrest and Trial. He wanted it to be a half and half law and crime show, but also when he did the original pilot, he got George Dunza attached. So I say that because one of the key components that made the show so unique and different from any other police procedural is how New York it is. That's why they tried the spin off of law and order Los Angeles. It just didn't catch on because it wasn't law and order to a lot of people because law and order means New York.
