The Fed Shouldn't Pay Interest on Bank Reserves

Starting in 2008, Congress changed the law to allow the Fed to pay interest on bank reserves. The banks won't lend money at less than 3.1% because the Fed will pay them 3.1%. "The Fed now controls the federal fund rate in a very different way," says Julian Zelizer.
