Ideologies don't mean much unless there is an institutional reality to them. There seems to be a difference between let's say consumerism which is a kind of ideology but I suppose there are institutions that are a part of that you know the shopping center or Amazon.com maybe called the institution to express it. But more so than the institutions those are really the powers and principalities. Paul uses the same word to describe human institutional figureheads as he does on other occasions to describe invisible spiritual powers.
