When we lived in a world where the understanding was government existed to protect property rights, that's basically it. The concept that we have today of positive rights is completely foreign to the founders. And every single negative right is like this: There is no bill to pay for them. Now, when we get to the positive rights regime, that's exactly how it works. So previously, the government could not act and now the government must act.
