The Cold War and the Cambodian Government
In the 1980s Cold War politics conspired against accountability. There was a trial of the Khmer Rouge in 1979, but it was widely dismissed as a kangaroo court. Lots of perfectly good evidence was entered into that process and was rendered unusable by the politicized nature of the trial. It wasn't until the mid to late 1990s when the documentation center was founded with funds from the State Department and Yale University to collect evidence.
