Tribes are the way now that you engage with every kind of city business. Every male adult citizen has the right to speak in the assembly. They debate all the issues, and at the end of it, they vote on what they should do. Then guiding the assembly is a council that's called the bolar. Each tribe contributes the same number of people to the bole. And apparently clisenes went to the oracle at delphi with the list of the names and went, do you approve? So the ten tribes of athens had divine approval.
