Daniel Shrag: There's a complicated relationship between politics and leadership on climate issues. When President Obama came into office, there was a financial crisis going on, he had a huge amount of money to spend that Congress had given him for energy expenditures. He says the biggest change happened around 2010, when very cheap natural gas occurred in the U.S. And so that led to a kind of economic inertia that I think was really important.
