Only about one per cent of land in the soviet union remained publicly collectivized. Stallan took it for granted collective farms would be more productive, especially once they were provided with the latest farm machinery and run with the latest scientific practices. The n e p was openly fostering the great kolock bogy man of the communist party imagination. Prosperous farmers were almost, by definition, class enemies to the communist party.
