There's about 40 projects now in operation in the United States that are called managed lanes or expressed toll lanes. The idea is to regulate traffic flow so that they will always move at some minimum level of average speed, like 45 miles per hour. And this is working. You can go out any of these large metro areas that have them in operation and see it working effectively.
