i think it's fair to assume that 90 % of instress vowels will be shwa an a will have the sha sound. But other words, not really. For example, the word biology, ray, biology. The stra syllable is, all right, biology, biology. But the eye at the beginning has a different sound, even though it's on stress. i started speaking like a tongue twister when you're saying the same word to many times in a row.
