There's a debate amongst open theists right now. Some claim that when it comes to god's plan, which is to enter into relationship with as many creatures as possible, every creature could say no. But if you have creatures from free will, they can decide to be friends or not. And he has discretion with free will. Does this entail probability of god not being able to fulfil his plan? That's what some people sayand so there's a debate among open theistsright now.
