Permaculture and Subsidiarity

P permaculture is not just a script that you can apply everywhere. It really for it to work, it has to be implemented with in local context. As long as you're not violating the harm principle, I don't see why there should be any regulation of behavior at all. The whole point is to prevent unnecessary harm. There's no need for a top-down solution on something that doesn't involve potential harm. But if experimentation with local solutions involves poisoning a river that people downstream have to drink from, then obviously that shouldn't be permitted.
