The unions are in decline, but they're not just "bouncing along the bottom," he says. There's also a sense of apathy among union members who don't want to take on issues that have little or no power for them. The labor movement is very different from what it was in the eighties and 90s when Tom goegan wrote his book about how labor was dying; now that it's dead, what's there to talk about?
