OPEC says it will cut supply if necessary to keep prices at a certain level. The Saudis say they needed $100 a barrel plus or minus, because of fiscal objectives. But the U.S. and Saudi Arabia's relationship has been strained by the Khashoggi murder. Vice President Biden said he wants to make Saudi Arabia a pariah state.
