"The primary concern of the party is the continued power of the party," he says. Mao Zedong pursued collectivization partly because it was a good Communist thing to do, but partly because he saw the revolution as the source of his power. Deng Xiaoping pursued economic reform both after the Great Leap Forward and after the Cultural Revolution. "They needed to fiddle with the way economics was done because if they didn't, they would lose power."
