The Unfulfilled Promise of 40 New Hospitals

There were supposed to be 40 new hospitals, count them, actually don't count them. Since Snutter Bridges Hospital was built in 1933 and it still stands, does that count as a new hospital? I'm just rooting for some tech billionaire to upload me onto Reddit, so I never have to deal with the horrible reality of having a human body in a country that doesn't have the resources to repair it if I break down.
