There might be some situations that are a little less strident than others. Wisconsin comes to mind as a state that seems to have extremely stringent restrictions on mutual funds and things like that they seem to always have had a tough time getting people to blue sky their stuff worth. Different environments are definitely needed to be explored because how you run a business is all going to be about what you're allowed to do.
