The Importance of Cluster Munitions in Conflict
Most people have a vague sense in their mind that cluster munitions are in some way bad or banned. That really interferes with the moral case of your side, because you're violating your own rules in a way. One of the things that the West has in its back pocket, and it's always been quite powerful, is this kind of moralrighteous in a sense. And so this is why them sending the cluster munitions is so surprising.
