Interpretation Is a Part of the Human Condition

An interpretation is required for any text that we read, because otherwise we've just got dots and dashes on a page. Making it more confusing is that all translators are traiders - every time you translate something, something goes out of the original in terms of connotation or word association. So if you have a law that says, don't murder, then you have to figure out what constitutes murder; does that include manslaughter or self protection or what not? It's part of the human condition.
