The History of the Privilege Council
In the sixteenth and seventeenth century an the 18 tury, the king was not a figurehead like we sort of think of to day. And so the king started meeting with his preferred advisers in a small, little room off of the privy council chambers. The word cabinet meant closet, or no, small space for prayer or study. So this group became known as the king's cabinet council based on where they met. But that physical space connotation of privacy behind closed doors, sort of informal, continued to convey that meaning to this new word.
