The Importance of a New Policy Framework
The old system was essentially, the powers were under the law but they were subject to a lot of executive discretion. Is it easier to do this when it requires some kind of statutory change and you know, amendment must be passed in parliament? Or is it easier to doing this just through the various ministry approvals? Well that's a good question. I don't know how to respond to whether it's better to have everything as it were guided by law or leave a lot to government discretion which will enable the government to make changes as it goes along.
