Congress has a legal limit on the amount of debt the government is able to take on. That's not unconstitutional, he says. If they don't pay the debts, it's because they prioritize some other expenditure over paying interest on the national debt. "They make up this BS that we're just going to have to default if we don't raise the debt ceiling," Obama adds.
