The Natural Limits of Different Kinds of Government?

Is there a natural size limit for democracies, or is the protocols upon which democracy are founded so general that we just don't know? We're not yet quite at the point where multi cellularity makes more sense than just scaling one cell bigger and bigger. If you have a very homogeneous society, it could be as large as it wants,. And if you are controlling what kind of information people are etting am, then let it be as big as it wants. A part of the issue with, for example, a democracy like america is that is so heterogeneous.
