Is VS Code a Programming Tool?

VS code is a programming tool or maybe a programming environment where you are writing your Python or Java script. It gives you more tools to make that writing easier. What's nice about VS code is that it has highlighting. And I don't program but I've written scripts for, you know, like a screenwriting script and there's a software called First Draft which is set up for screenwriters because it knows when you hit the return after what you've done is more likely that you're going to need another scene.
