Reagan's Tax Cuts Grow the Economy
John Avlon: It's an article of faith among many Republicans that lowering taxes always grows the economy. He says Reagan nearly pulled it off, but only because he increased payroll taxes to ensure social security remains solvent. Avlon: George H. W. Bush tackled the deficit from the other end by doing the one thing he'd absolutely promise not to do - raise taxes.
