When you're migrating between epochs, it's your staging a bank run more or less. You can prove that the mint was treating because then like even if only you are stuck on the old mint epoch and everyone else has migrated over, you can at least warn them that this mint went fractional reserve. And also in regards to the option where you would keep a lot of the money in a multi-sick kind of offline wallet in a single-sick mint, that only really helps you if you don't allow like arbitrary amounts of money coming out from the multi-Sick into the hot wallet of the mint each epoch. That would also limit users that want to get out
