There are two groups of scientists involved in this. There's the ones who taking, usually particularly lethal animal viruses that are known to jump in humans. If you find one in nature and run the relevant experience in the laboratory that shows that it could cause a pandemic if introduced in humans, that's another one. All that is required is a credible pandemic capable virus. It just has to be credible. And as i mention, some of this stuff, technicians with the right experience can do it. Certainly graduate students cando in many cases. So the number is just going to go up. But it's mainly that initial hop going from, well, nine nuclear powers to five thousand plus
