The Importance of Being Off the Hook

In normal situations, it's not legal to kill murders. The idea of just killing someone and getting off the hook because they also did something bad is awesome. Is there an age where you should be off the hook regardless? If you're three, you're fine. But when does that age change? I'm going to say six or seven.
