Nodes don't get paid for relaying transactions. If people start doing that, they're kind of abusing the system in a way,. That's kind of the argument. Now you could just configure your nodes so it doesn't relay rare preppies. Unfortunately, that gets you into a cat and mouse game. How do you even detect what a rare puppy is? You also can't do that.
