In some years there was more wiggle room for the federal government to borrow before it reached the debt ceiling. But now, when that happens, congress just raises the debt ceiling instead. louise shaner asks: Why do we have the debt sealing at all? She says legislators can use threat of default as a tool if they're looking to defund a policy or programme which they disagree with.
