The West's Position to Master and Deploy AI

There's a very troubling thing going on at the moment where within China, there's plenty of admirable technology that we developed for all kinds of admirable uses. There are also huge amounts of investment in R&D on surveillance of citizens, really at a level that completely outshames the West. Now I would not want the United States to do anything like this kind of surveillance, but we have to be ready for possible futures where we might be in some kind of conflict with the country which has got 50 times as much expertise than us.
