The Slavic Gangs Are Getting Away With It
Central Asian gangs are in a much stronger position. They're beginning to, shall I say, move along the supply chain. The kind of gangs which actually already have close links with the very people who are meant to be policing the gangs. As Moscow increasingly becomes seen as a distant, at least irritation, then, you know, the locals tend to sort of band together. So again, what we will tend to see is actually a process of the consolidation of these criminal business politics elites. And that's on one level reminiscent of the 1990s, except with a huge difference of the 1990’s - there was near enough state failure.
