The Rise and Fall of a Democrat

This is Shaka Fada, former United States representative. This Democrat was indicted for charges ranging from sexual assault with a 16 year old campaign volunteer to the solicitation of child pornography. On February 18, 2014, this Democrat was arrested in Zimbabwe for overstaying their visa. Who is this Democrat? I soon just thought I knew it, but I don't because I had someone else in mind.
