Nerva was adding too much to the debot side of the ledger without making up for it on the credit side. So nerva and the senate turned to the politician's best friend for dealing with one's own policy blunders. They formed a blue ribbon commission to study the problem and make recommendations. The mission recommended severely limiting domitian's festival calendar down to the necessary religious observances. Finally, they raised enough money to get the empire's financial situation back on track.
