The Process of Nuclear Tests

In movies in America there's this mad process they've got to do to actually send the bombs. The whole point of that is so you don't just like start firing missiles by accident. There used to be an idea a theory by someone and I can't remember who it was but they said that they should put the nuclear codes inside a person at all times. If the president ever needed to send the nuke they would have to kill that person which suddenly becomes more real for the president.
