Is the One Child Policy Really a Restrictive Policy?

Fertility rates actually started to drop before the one child policy was abandoned in some ways. Mao Zedong didn't like a proposal by an economist at Peking University to have moderate population controls not one child but fairly moderate and using incentives rather than pure administrative restriction. The encouragement policy is never as effective as a restrictive policy and I don't think it's going to work, Zhao says.
