The prime are the people who are like the tier one for the gov. The primes don't make all of the parts, they outsource it. Part of that outsourcing then is usually designated in their contract to go to these smaller businesses or "set-asides" I think there are programs specifically for these small disadvantaged women-owned veteran-owned companies even as a prime.
