Is There Really a Need to Layer Vaccines and Masks?

There's been a very big push to say something has to work everywhere and for everyone in order to work. And ultimately, that has been our biggest mistake of the pandemic consistently is really kind of over relying on some interventions while downplaying or trying to actively discourage other ones. We need to think about the whole context because infectious disease is not just this one thing that happens to one person. The different types of interventions that are needed are going to need to target different parts of the process in these different countries.
