The State Is Not the Government

The state is any institution that manages to claim a total monopoly over the justified use of force within a given geographical area. Contrary to popular belief, the state's primary function is not to protect people but to secure and defend valuable property. To quote adam smith, civil government in reality instituted for the defence of the rich against the poor or from those who have some property against those who have none at all.
