The Origins of the Chivalric Tournament
The reach is the heart of the chivalric tradition in the seven kingdoms. Robert Baratheon was not a great respecter of old traditions and he would hardly have wanted a knight's only tournament to honor Ned who was not a knight. The personalities of the sponsoring lords and their master at arms are another factor. Based on how we see the tournament and the third book go, it easily could have been that certain competitors were given some look.
