The Warrant System in Toronto
There are almost no ballers anywhere in Toronto. You go off the sidewalk in a car and you're just going straight into people. Everything is designed to maximize safety for a driver if they screw up. But nothing is there to protect pedestrians. The other issue is that in order to get anything installed, anything safety related, you have to go through the warrant system.
