It's important not so much who caused it, but what happens afterwards. And we're certainly seeing the outlines of a brutal response. Zaporozo was hit first and that's been a particular target. The Russians are saying this was an explosion caused by a truck bomb organized by the Ukrainians secret services. There are other theories this might have been an underwater drone. Other people are talking about missiles, but it's still unlikely at this stage.
