How Well Do Cities Plan for Routine Maintenance?

How well do cities plan for routine maintenance that comes along every 15 years? I would say the best things out there, you don't hear about them because they go on very quietly. Public works gets the short end because they can't compete with police and fire. And it's more long term type work in terms of the vision you need to make sure that you operate it properly.
