Many states have reporting obligations in their state banking laws or in other parts of their state statutes for financial services, providers and others to report perceived abuse. Well trained branch staff are still an important part of the detection and protection process. And banks do this. This isn't like, oh my goodness, we never thought of that. Clearly they understand that.
