In oregon, you have a citizen initiated referendum that's written into the constitution. 24 people who meet and instruct the people at their disposal to inform them of the contents of the referendum. And they deliberate, and they put out a statement of what they think,. And then they say, how many people voted for the pro and how many people vote for the con so the attenance is pretty good. I can tell you from my own experience with this stuff in australia, the response of people who've been involved is pretty extraordinary. Finally, i would say that once this system became mature, and i think we have to contemplate a long period of voluntarily building this thing alongside government,
