I think he was confused in his own mind to begin with on Iraq. I don't know when he decided on regime change as the real objective. It certainly wasn't WMD, it wasn't for the Americans either. So we ended up on this rail track towards war which we could not get off after April 2002. There are a lot of huge arrogance and hubris behind that strategy.
