What Is the Difference Between Hispanics and Hispanos?

Of the asian population in 19 60, which was when the original federal civil rights deocracy was getting going with these government contracts, was less than one % of the population. The same thing is proven more so for asian americans. So it seems to me almost like these categories were constructed at a time when they had a much smaller non white, non black population into to categorize than exist in this much more diverse America today.
