I accept that discretion is the wrong word to use here and the wrong image to use. It's less about arbitrary use of power for arbitrary pleasures or whatever. And I might make a different analogy, say, if you think of an old, say, old Europe or China with warlords who tax the towns heavily in order to pay for their fights with neighboring warlords. This looks like the ultimate investors just are not in charge of this process. But, yes, it's hard to know if you were in one of these organizations how you could do otherwise.
